The Council's action plan for the second half of 2026

The plan is built around three objectives, specifying targets, outcomes, partner organisations and responsible units for each measure.

Objective one

Improving the legal environment

The 2026–2028 action plan for rebuilding and developing Kharkhorum

Approved by Government Resolution No. 117of 2026. The plan has 10 chapters; costed measures total approximately MNT 50,278.9 million. Implementation is reported semi-annually and annually.

ONE

Laws and regulations

A legal system meeting the best international standards; a favourable investment climate; conditions to expand financing sources. Responsible: the Kharkhorum City Council.

TWO

Foreign trade and investment

An annual investment forum (MNT 2,000m, non-budget sources); city part-owned enterprises and an industrial park; the city's external relations.

THREE

Zoned development

Full establishment of the free economic zone (2026–2028); defining the economic influence zone; exclusive rights over its mineral deposits.

FOUR

Environment

The Great Khaans Park (Skansen model); integrated natural-resource management; a weather radar station (MNT 9,900m); legal protection of the entire Orkhon river; restoration of Kheltgiin Tsagaan lake (MNT 2,134.5m).

FIVE

Infrastructure

The 6-lane Ulaanbaatar–Lün highway; launching the optimal Ulaanbaatar–Kharkhorum railway option; feasibility and design of the logistics hub (2027–2028).

SIX

Culture and tourism

Full reconstruction of the Tumen Amgalant Palace, Tsogt Ekh temple, Silver Tree, trade centre and walls; the ruins as an enclosed open-air museum; rescue archaeology (MNT 608.5m, Academy of Sciences).

SEVEN

Construction and urban development

Master plan by a world-class firm (MNT 12,152.6m); the Silver Tree complex (MNT 18,483.3m); an industrial technology park; the KHANSET information system (MNT 1,000m).

EIGHT

Digital development and innovation

A full digital twin (simulation); telecoms feasibility study; feasibility of the international data centre and hi-tech manufacturing centre; an innovation cluster; data-centre construction (2027).

NINE

Energy

The Ulaanbaatar–Kharkhorum–Uliastai 500 kV line and substation; phase one of the solar, wind, nuclear and other reliable-energy complex.

TEN

Organisation

Establish the City Development Fund (2026) and the City Development Corporation (2026); a phased plan to relocate state bodies from Ulaanbaatar (2026–2028); building the agricultural cluster.

Projects and programmes

Silver Tree complex

Rebuilding the Silver Tree complex, the city's centrepiece. Timeline: 2026–2028. Budget: MNT 18,483.3m.

Great Khaans Park

A Skansen-model open-air museum park. Start: 2026. With private-sector participation.

Open-air museum of the ancient city

The ruins become an open-air museum under an enclosed protective structure; rescue archaeology with the Academy of Sciences.

Free economic zone

Master plan and feasibility study for a special zone with banking, finance and preferential taxation (2026–2028).

International data centre

A data centre and hi-tech manufacturing centre on reliable energy. Feasibility 2026, construction 2027.

Restoring Kheltgiin Tsagaan lake

Ecosystem restoration and surface-water retention. Budget: MNT 2,134.5m.
