Glass account and budget

The Council's budget is funded within the annual city budget; annual financial statements are audited and expenditure reports submitted to the Cabinet Secretariat (Council Rules, arts. 10.2, 10.4).

Monthly and quarterly budget performance is published regularly.

City Development Fund

The fund's income and expenditure are disclosed under article 23 of the Kharkhorum Law.

Duties, requirements and application documents for the positions to be advertised:

Senior officer for investment and innovation

1. Main duties

Organise the development and implementation of policies to rebuild Kharkhorum, support its development, increase investment and funding sources, and promote advanced technology and innovation; prepare project documents, budgets and solutions for building Kharkhorum in digital form using virtual-city and digital construction technology; and give professional support to the Council's work.

2. Requirements

Education
Master's degree or higher.
Field
Project management, finance, economics, information technology, engineering.
Work experience
At least 10 years in the field, including at least 5 years on projects with international organisations or in finance and investment.

3. Skills

  • Able to prepare, use and study feasibility studies and calculations on economics, development planning and project management in English, Russian, Chinese or another foreign language;
  • Able to use professional and other required software;

Senior officer for urban planning

1. Main duties

Within the policies, laws and decisions on the planning, construction and rebuilding of Kharkhorum, organise the preparation and implementation of urban development documents and projects, handle budgeting and engineering solutions, and give professional support to the Council's work.

2. Requirements

Education
Master's degree or higher.
Field
Urban planning, urban development, civil engineering.
Work experience
At least 10 years in the field, including at least 5 years in building design and client's supervision;
Certified engineer in urban development, planning or project management.

3. Skills

  • Skilled in government and project records management and document drafting;
  • Command of professional and other required software;
  • Able to prepare and use urban development projects, feasibility studies and calculations in English, Russian, Chinese or another language;

Senior officer for public and external relations and partnerships

1. Main duties

Inform the public about the Kharkhorum City Council's work, session decisions and construction progress; work with the media; develop cooperation with foreign and domestic investors and international organisations on rebuilding Kharkhorum; and give professional support to the Council's work.

2. Requirements

Education
Master's degree or higher.
Field
International relations, journalism, social sciences, economics, tourism.
Work experience
At least 10 years in the field, including at least 5 years responsible for public or external relations.

3. Skills

  • Able to use professional and other required software;
  • Able to prepare, use and study documents on economics, development planning and project management in English, Russian, Chinese or another foreign language;

Senior officer for projects and programmes

1. Main duties

Prepare documents for the projects and programmes carried out under the policies and laws on rebuilding and developing Kharkhorum; develop cooperation with foreign and domestic investors and international organisations; and give professional support to the Kharkhorum City Council's work.

2. Requirements

Education
Master's degree or above.
Field
Economics, business administration, international relations, urban development / engineering.
Work experience
At least 10 years in the field, including at least 5 years managing or leading industrial or urban development projects and programmes.

3. Skills

  • Command of professional and other required office software;
  • Able to prepare, use and study feasibility studies and calculations on project and programme management in English, Russian, Chinese or another foreign language;
