DetailsThe Kharkhorum City Council defines the city's economic and social development policy, deliberates and decides matters within the city's remit, and — together with the City Governor — exercises the governance of the city.
Within the XIII International Congress of Mongolists, the scholarly congress "PAX MONGOLICA and Kharkhorum, capital of the Great Mongol State", traditional Mongolian games and cultural events are held in Kharkhorum City.
Until the permanent population reaches 10,000 and elections for the Council and Governor are held, the appointed Council and Governor govern the city (Kharkhorum Law, arts. 13.2, 13.3).
Sets the city's economic and social development policy and decides matters within the city's remit. Approves partial master plans and the annual land-management plan on the Governor's proposal.
Adopts administrative instructions, standards, rules and regulations required for its functions, registering them under the General Administrative Law, and brings the legal environment to international best practice.
Oversees the Governor's activities and approves the city budget and its performance report. Annual financial statements are audited, with expenditure reported to the Cabinet Secretariat.
