Key provisions
Art. 13.5 — Council membership
The Council has 11 members drawn from the Government, the City Governor, the Mongolian National Chamber of Commerce and Industry, the chairs of the aimag Citizens' Khurals and professional associations.
Art. 16.1 — Transparency
Beyond the Glass Account and Public Information Transparency laws, the city must publish nine categories of information on its website.
Art. 23 — City Development Fund
Funded by up to 10% of budget revenue, donations and up to 10% of dividends; spent only on social infrastructure, heritage, tourism and green space.
Art. 21 — Free zones
The city may establish free zones for high technology, health and tourism, industrial technology parks and special customs zones.
