Kharkhorum offers a legally secure investment environment, special free-zone conditions and broad public–private partnership opportunities.
The investment legal environment
Six core opportunities created by the Kharkhorum Law and related legislation.
Free and special zones
Under article 21 of the Kharkhorum Law, the city may establish free zones for high technology, health and tourism, industrial technology parks and special customs zones. A special zone with banking, finance and preferential taxation is being established in 2026–2028.
Public–private partnership
The city may contract out 13 categories of functions with full or partial financing — roads, utility networks, museums, theatres and libraries, public transport, waste management, logistics, festivals and more.
City Development Fund
A fund of up to 10% of budget revenue, donations and up to 10% of dividends — spent on social infrastructure, heritage protection, tourism, parks and green space.
Land-use rights
Land is allocated by auction or project selection. Special arrangements apply to projects funded by state or city investment, PPPs or concessional loans from international organisations.
Securities
The city may issue securities under article 16.1.8 of the Law on the Legal Status of Cities and Towns, in line with the Debt Management Law.
Investors' Council
To protect investors' rights and lawful interests, the Council approves the composition and rules of the Investors' Council (Rules, art. 3.1.11).

Stabilisation certificates
Projects meeting the criteria of articles 16.1.2–16.1.4 of the Investment Law receive stabilisation certificates for the following terms.

Investment agreements
For construction projects with investment above MNT 100 billion , the City Governor may — with Government authorisation and at the investor's request — conclude an agreement guaranteeing a stable operating environment (26.2).
Stability guarantee
Investment stability is guaranteed regardless of changes in authorities or officials (25.4). Tax and non-tax support is governed by the Investment Law (25.5).
Customs relief
Under the 23 Jan 2025 amendment to the Law on Customs Tariffs and Duties, customs duty on imports for Kharkhorum construction may be deferred for 4 years .
